"One of the most tragic cases I encountered as a probation officer was a young woman who was a senior executive at a large automobile company in the Mid-West. She had a successful carrier before getting addicted to heroine. Consequently, she was arrested for drug possession, lost her job, and ended up on probation. Since we neither had the tools to track and manage cases effectively, nor sufficient resources to meet our client's needs, she re-offended and ended up in prison.
